Supporting the development of AI governance structures, promoting understanding of C Certification (AI Governance Core Certification), and fostering trustworthy AI adoption

(IGPI) (Headquarters: Minato-ku, Tokyo; Representative Director & CEO: Makoto Shiono; hereinafter "IGPI") for its early acquisition of "C Certification," a third-party AI governance certification.
Elith has been an certified consulting firm for "C Certification," the third-party AI governance certification operated by JDLA, since August 4, 2026. As one of the early recipients of this certification, IGPI pursued C Certification in order to confirm, from a third-party perspective, the AI-related risk responses and management systems it had already put in place. Throughout the certification process, Elith organized the necessary preparations and identified points to confirm ahead of the review, providing hands-on support for the development of IGPI's AI governance structure.

■ What Is C Certification?
C Certification is a new certification program operated by the Japan Deep Learning Association (JDLA), in which JDLA, as a third party, certifies that a company's AI governance initiatives meet its certification standards. As the use of AI, including generative AI, spreads, companies are required to establish rules for the safe and appropriate use of AI, manage risk, and build systems for continuous operation. As a certification that objectively demonstrates these AI governance efforts, C Certification plays an important role in helping companies show their reliability to customers and society.

Since around April 2024, IGPI has been advancing the use and adoption of AI tools while taking certain measures against AI-related risks. At the same time, against a backdrop such as the rise of open-source AI, IGPI felt that addressing risk was becoming just as important as promoting AI adoption. Amid these changing circumstances, IGPI pursued C Certification with the aim of objectively confirming, from a third-party perspective, how far its own efforts had progressed, and of being able to explain the state of its AI governance externally.

IGPI says that being able to confirm, against the certification's criteria, that its accumulated efforts met a certain standard brought both the reassurance of achieving certification and the reassurance that its past efforts had not been misguided.

By obtaining C Certification, IGPI believes it can clearly demonstrate that it is properly addressing AI risk management, offering clients a certain sense of reassurance. While C Certification is not the sole answer to safety, IGPI hopes it can serve as one benchmark and a starting point for discussion with clients, making it easier to move forward with dialogue about AI adoption.
